    GERMAN CREDIT RISKS CLASSIFICATION USING SUPPORT VECTOR MACHINES

    Support Vector Machines (SVM) is one of the most popular classification algorithms. SVM penalty parameter and the kernel parameters have high impact over the classification performance and the complexity of the algorithm. So, this brings the problem of choosing the suitable values for SVM parameters. This problem can be solved using meta-heuristic optimization algorithms. Salp Swarm Algorithm (SSA) and Crow Search Algorithm (CSA) are new meta-heuristic algorithms. SSA is a swarm algorithm that is inspired from a mechanism salps forming in deep ocean called salp chain. CSA algorithm is inspired by the intelligent behavior of crows. In this paper, SVM parameter optimization is done using SSA and CSA. German Credit dataset from the UCI data repository is used for the experiments. All experiments results are gathered from a 10-fold cross validation block. Evaluation criteria determined as accuracy, sensitivity, specificity and AUC. SSA and CSA gave accuracy results of 0.72±4.62 and 0.71±3.53 respectively. Also, ROC curves and box plots of the algorithms are given. CSA algorithm draws better graphs

    Optic Neuropathy and Macular Ischemia Associated with Neurosarcoidosis: A Case Report

    In this study, we present a case of bilateral optic neuropathy and macular ischemia in the right eye associated with neurosarcoidosis. A 26-year-old woman presented to our clinic with complaints of bilateral blurred vision. Bilateral granulomatous anterior uveitis, vitritis, optic neuropathy, and macular ischemia were detected in the right eye in slit-lamp examination. She also reported complaints of fever, weakness, sweating, arthralgia, and headache for 2 months. She was referred to the pulmonary diseases unit of our hospital due to hilar lymphadenopathy seen in her chest x-ray, and biopsies were taken for diagnostic purposes. Histological analysis of the mediastinal lymph node biopsies revealed chronic, non-caseating, granulomatous inflammation. Furthermore, the patient was referred to a neurologist due to concomitant complaint of intense headaches. She was diagnosed with neurosarcoidosis supported by findings on cranial magnetic resonance imaging and lumbar puncture. She received a 3-day course of high-dose (1 g/day) intravenous steroid treatment (methylprednisolone) followed by a tapering dose of oral prednisone. The patient began receiving oral methotrexate 15 mg/week as a steroid-sparing agent. Significant improvement in neurological and ophthalmological symptoms occurred in the first week of treatment. In this case report, we emphasized that neurosarcoidosis should be included in the differential diagnosis of patients with both bilateral optic neuropathy and macular ischemia. Furthermore, early diagnosis and timely treatment of neurosarcoidosis are important for favorable visual outcomes

    Deafening silence? Marxism, international historical sociology and the spectre of Eurocentrism

    Approaching the centenary of its establishment as a formal discipline, International Relations today challenges the ahistorical and aspatial frameworks advanced by the theories of earlier luminaries. Yet, despite a burgeoning body of literature built on the transdisciplinary efforts bridging International Relations and its long-separated nomothetic relatives, the new and emerging conceptual frameworks have not been able to effectively overcome the challenge posed by the ‘non-West’. The recent wave of international historical sociology has highlighted possible trajectories to problematise the myopic and unipolar conceptions of the international system; however, the question of Eurocentrism still lingers in the developing research programmes. This article interjects into the ongoing historical materialist debate in international historical sociology by: (1) conceptually and empirically challenging the rigid boundaries of the extant approaches; and (2) critically assessing the postulations of recent theorising on ‘the international’, capitalist states-system/geopolitics and uneven and combined development. While the significance of the present contributions in international historical sociology should not be understated, it is argued that the ‘Eurocentric cage’ still occupies a dominant ontological position which essentially silences ‘connected histories’ and conceals the role of inter-societal relations in the making of the modern states-system and capitalist geopolitics

    Encounter after the conquest: Scholarly gatherings in 16th-century Ottoman Damascus

    AbstractThis article examines the extensive intellectual and social exchange that resulted from the Ottoman imperial incorporation of Arab lands in the 16th century. In the years immediately after the 1516–17 conquest of the Mamluk Sultanate that brought Egypt, Greater Syria, and the Hijaz under Ottoman rule, Turkish-speaking Ottomans from the central lands (Rumis) found that their political power was not matched by religious and cultural prestige. As the case of Damascus shows, scholarly gatherings calledmajālis(sing.majlis) were key spaces where this initial asymmetry was both acutely felt and gradually overcome. As arenas for discussion among scholars on the move, literary salons facilitated the circulation of books and ideas and the establishment of a shared intellectual tradition. As occasions where stories were told and history was made, they supported the formation of a common past. In informal gatherings and in the biographical dictionaries that described them, Rumis and Arabs came together to forge an empire-wide learned culture as binding as any political or administrative ingredient of the Ottoman imperial glue.This is the author accepted manuscript.     Araştırmacılar ya da model tasarımcıları gerçek olaylardan ya da deneylerden elde ettikleri verileri çeşitli modeller yardımı ile fonksiyonel yapılar haline dönüştürmek için daima çaba harcarlar. Matematiksel modelleri kurmak oldukça zor olmasına karşın sağladığı faydalar bağlamında oldukça yararlı bilgiler sağlamaktadırlar. Modellerde kullanılan verileri sınıflama çok değişkenli istatistiksel analizin önemli bir bölümünü oluşturmakla birlikte, sağlık başta olmak üzere çeşitli bilim dallarında çok geniş bir kullanım alanına sahiptir. Özellikle verilerin değerlendirilmesi sonucunda başarılı-başarısız, hasta-hasta değil, iyi-orta-kötü gibi kategorik sonuçların oluştuğu durumlarda lojistik regresyon son derece kullanışlı bir istatistiksel yöntem olmaktadır. Lojistik regresyonun bu özelliğinden yararlanılarak çalışmada sigorta sektöründe faaliyet gösteren 46 şirketin verileri değerlendirilerek araştırılmış ve ayrıca verilere diskriminant analizi de uygulanarak sonuçlar karşılaştırılmıştır. ABSTRACT The researchers or model designers of fashion struggle the datas which are taken from real events or experiments in order to convert functional positions with the aid of various models. Despite of the establishment of mathematical models, they obtain very useful datas. The classifications of datas have wide usage of area in various scientific informations with part of statistical analysis. Especially logistical regression constitutes usable statistical method at the end of evaluation of dates as successful –unsuccessful, patient-not patient, bad or good. The datas of 46 firms are evaluated by utilizing the method of statistical in insurance sector and compared the results in applying discrimination analysis. In the prologue edits are examined related with logistic regression that have made in recent years, and investigated about what kind of fields it is applied, how it is used in insurance sector
